Hawaii DOE Implements Strict E-Bike and E-Motorcycle Regulations on School Campuses to Prioritize Student Safety

The Hawaii Department of Education issued a memo on November 3, 2025, effective immediately, to regulate electric bicycles (e-bikes) and motorized vehicles on school campuses for student safety. Key points:

Electric motorcycles (e-motorcycles, electric dirt bikes, or recreational vehicles), including those with fake "ghost pedals," are banned on all campuses due to high speeds over 40 mph and lack of functional pedals; they cannot be registered as e-bikes.

E-bikes are prohibited at elementary and middle/intermediate schools, as state law (HRS § 291C-143.5) restricts operation to those 15 and older.

At high schools, students 15+ may bring registered e-bikes with a county-issued decal on the upright post; unregistered ones will be confiscated and returned to parents, with future entry banned until compliant.
